<p>QLD Premier Anna Bligh has been getting a lot of positive comments over the last few days for her leadership during the flood crisis. But the question needs to be asked &#8211; could she have done more to prevent it from happening in the first place? It&#8217;s not like Brisbane hasn&#8217;t suffered massive floods in the past (as we&#8217;ve all heard repeatedly over the last couple of weeks).</p>
<p>I&#8217;ve copped some flack on Twitter this morning for asking the question &#8211; I was <a href="http://twitter.com/allisonr/statuses/25704670253023232">called a &#8220;cock&#8221; </a>and told to<a href="http://twitter.com/sendai/statuses/25708470665740288"> shove some cigars up my ass</a> by some of the less erudite members &#8211; but I think <strong>the true test of leadership isn&#8217;t when you clean up after a disaster that costs lives and billions of dollars, but when you <em>prevent</em> the disaster from happening in the first place.</strong></p>
<p><strong>People are dead. </strong></p>
<p><strong>Homes are destroyed. </strong></p>
<p><strong>Businesses are destroyed. </strong></p>
<p><strong>QLD taxpayers are going to have to foot a massive clean-up bill in the billions of dollars. </strong></p>
<p><strong>Could the QLD floods have been prevented? </strong></p>
<p>Obviously the government can&#8217;t control the weather (I think that&#8217;s coming in IOS4.3), but they are charged with policy regarding water management and building permits in flood zones.</p>
<p>I don&#8217;t know anything about water management, but I have some questions.</p>
<p>Did the Bligh Govt do a good enough job managing the amount of water in our dams over the last year?</p>
<p>Did the Bligh Govt do enough to prepare homes and businesses in the flood danger zones for the possibility of major flooding over this period?</p>
<p>Did the Bligh Govt have the right people on the job?</p>
<p><strong>&#8220;Seqwater spokesman Mike Foster said yesterday if Wivenhoe&#8217;s flood gates were opened, there should be no fears about flooding in Brisbane, because even when full, the dam retained the capacity for an additional 1,450,000 megalitres (almost three Sydney Harbours) in flood storage.</strong>&#8221; &#8211; <a href="http://www.couriermail.com.au/news/queensland/wivenhoe-dam-ready-for-big-spill-in-brisbane-river/story-e6freoof-1225838427960">Courier Mail, March 8, 2010</a>. I wonder what Mike Foster is doing this week?</p>
<p><strong>&#8220;Premier Anna Bligh and water managers say there will be no easing of permanent water saving measures. &#8220;We can&#8217;t be complacent and we must treat water as a precious resource not to be wasted whether our dams are 50 or 100 per cent,&#8221; Ms Bligh said.&#8221;</strong> &#8211; <a href="http://www.couriermail.com.au/news/queensland/wivenhoe-dam-ready-for-big-spill-in-brisbane-river/story-e6freoof-1225838427960">Courier Mail, March 8, 2010</a>. In retrospect, would better planning have allowed us to keep less reserves in the dams in the lead up to summer, meaning we wouldn&#8217;t have had to release so much overflow?</p>
<p><strong>&#8220;It is expected that during a flood similar in magnitude to that experienced in 1974, Wivenhoe&#8217;s flood mitigation factor will cut flood levels by about 2m.&#8221;</strong> &#8211; Journalist Brian Williams, <a href="http://www.couriermail.com.au/news/queensland/wivenhoe-dam-ready-for-big-spill-in-brisbane-river/story-e6freoof-1225838427960">Courier Mail, March 8, 2010</a>. Nine months later, the actual peak of the Brisbane River scraped in just under the 1974 peak, surprising everyone, as the general consensus for the previous few days had been that it would EXCEED the 1974 peak.</p>
<p>As of October, the dams were all at full or near full &#8211; and we knew it was going to be a very wet summer (Courier Mail, <a href="http://www.couriermail.com.au/news/queensland/major-wet-season-tipped-for-queensland-as-pacific-and-indian-ocean-weather-patterns-combine/story-e6freoof-1225932545396">&#8220;Major Wet Season Tipped For QLD&#8221;</a>, October 1, 2010) &#8211; but the myth that, in the event of another 1974-scale flood, the Wivenhoe dam would cut 2m of the river levels was still being perpetuated. I wonder who came up with that prediction and what methodology they used? Was it a myth the government wanted to believe because it relieved them from having to do anything?</p>
<p>Lockyer Valley farm owner, Raleigh Davey, recalling the 1974 flood, said back in August 2010 <strong>&#8220;There is a cycle sequence through drought, flood and fires and even dust storms, it is part of the Australian scene. Should another cycle cross the Coral Sea and the Toowoomba Range gets eight or 10 inches of rain, the Lockyer Creek would get a major flood. If the country is sodden wet with the storm rains, there will be a backsurge on Tenthill Creek and the council workers will be sand bagging the library, you mark my words.”</strong> (<a href="http://www.gattonstar.com.au/story/2010/08/31/plaque-remembers-1974-flood-disaster/">Gatton Star, 31 August, 2010</a>).</p>
<p>Maybe the Premier should have listened to Farmer Davey instead of Mike Foster?</p>
<p>Should we have built MORE dams? Bigger dams?</p>

<p>Brisbane bus drivers are given DNA kits to track down expectorators? </p>

<p>Seriously, what is the point of this? Okay so let&#8217;s assume your typical bus driver knows how to use a DNA kit. I assume they are just collecting a sample of spit to send off to a lab for PCR-based testing and not doing it at home in their own labs. But then what? To the best of my knowledge (?!) my DNA isn&#8217;t on file with any of the authorities. So what good will it do them? If I *do* get caught in the future for a crime, and I&#8217;m DNA tested at the time, they will be able to say &quot;hah! you also owe us $50 for spitting on a bus!&quot;???</p>
<p>Or is this a pre-cursor of a day in the near future when we&#8217;ll be subjected to a swab every time we want to ride on public transport in Brisbane? </p>
<p>What&#8217;s next? Taxi drivers scraping semen stains off of the back seat and turning up on my doorstep? Imagine if Travis Bickle had one of those? </p>

<p>Based on this month&#8217;s idea from <a href="http://www.savetheworld.tv/SavetheWorld/SavetheWorld.tv.html">SaveTheWorld.tv</a> (and thanks to <a href="http://twitter.com/fddlgrl">@fddlgrl</a> for the link!), I&#8217;m going to attend one of the Brisbane City Council meetings each month and will blog/podcast/tweet from there. I think it&#8217;s a great idea for all of us to start to get more involved in local politics, even if it&#8217;s just by attending council meetings and reporting what&#8217;s happening. </p>
<p>Apparently Brisbane City Council have<a href="http://www.brisbane.qld.gov.au/BCC:BASE:1732147285:pc=PC_7"> seven committees that meet</a>, so I&#8217;m looking for six other Brisbanites to attend the other meetings and report. </p>
<p>According to &quot;<a href="http://www.brisbane.qld.gov.au/BCC:BASE:1732147285:pc=PC_11">the rules</a>&quot;, you aren&#8217;t allowed to record a City Council meeting. I find that a bit strange. </p>
<p>Here&#8217;s the clever bit &#8211; the meetings are held weekly and DURING THE DAY (<a href="http://www.brisbane.qld.gov.au/BCC:BASE:1732147285:pc=PC_8">here&#8217;s the schedule</a>). That&#8217;s going to make it difficult for your average wage slave to attend. </p>
<p>I&#8217;m going to attend the <a href="http://www.brisbane.qld.gov.au/BCC:BASE:1732147285:pc=PC_5624">Infrastructure Committee</a> meeting once a month. </p>
<p>Anybody else want to sign up to cover the others? </p>

<p>In a move that&#8217;s bound to surprise many of you as much as it surprises me, we&#8217;re relocating the Reilly family to Brisbane in about four weeks. I know &#8211; I&#8217;ve had my fair share of fun talking smack about Queensland (and Queenslanders) over the last few years &#8211; well, in fact, the last 20 years &#8211; and it&#8217;s the last place I ever thought I&#8217;d move to. Paris? Yes. Manhattan? Yes. Florence? Easy. Brisbane? Not on your life. But there you go, the universe has a sense of humour? </p>
<p>Why are we moving? Well we&#8217;d been talking about it in late December because most of our family is up there (all except my sister Anita who is down here in Melbourne and who we are all going to miss heaps) and we thought it would be good for the kids to get to spend more time with their grandparents and cousins. And then, out of the blue, Belinda saw an advertisement for a job in Brisbane which was made for her. She applied for it just on a whim, and was offered it a couple of weeks later. And although both of us love Melbourne dearly, and I&#8217;m going to miss my little village lifestyle in Yarraville, it just seemed like it was meant to happen. </p>
<p>Obviously I&#8217;m lucky in that it won&#8217;t affect TPN at all. I can work from anywhere I have internet access. It won&#8217;t affect MODM either, as I&#8217;d already planned to launch it nationally this year and will be looking for sponsors for each of the state events. Part of the sponsorship will involve flying me to each event, so I plan to be in Melbourne at least once a month for a few days. </p>
<p>So&#8230; I&#8217;m looking to buy a house in Brisbane (anyone with real estate contacts please get in touch with me), and recommendations for good areas to live, schools, cafes, cocktail bars, etc. I&#8217;m going to get a safari suit, pith helmet, hammock, and that&#8217;ll be me for the next few years. I&#8217;m going to buy one of those massive freakin&#8217; commercial fans, stick it in the back yard in front of the hammock positioned between two palm trees and beside the pool, set up a little bar with an ice maker for my mojitos, and run my global media company from there. Going to lose 20 kgs, work out, take up surfing, work on my tan. </p>
<p>I moved to Melbourne from Bundaberg in January 1988. My dear deceased father&#8217;s last words to me as the car left Bundy were &#8220;you&#8217;ll be back&#8221;. For once in his life, he was right. </p>
